一 | 长沙8月25日电(记者 傅煜)8月25日，由湖南省直住房资金管理中心印发的《关于贯彻落实<湖南省进一步促进房地产市场平稳健康发展若干措施>的实施细则》正式施行，明确支持购房契税和物业专项维修资金提取、购房直付提取等诸多利好政策。该细则有效期为3年。 结合湖南省直缴存职工的实际情况，细则明确加大住房公积金贷款支持力度、优化青年人才住房公积金贷款支持政策。 Weeks after veteran actor Prem Chopra was hospitalized at Lilavati Hospital in Mumbai, his son-in-law, actor Sharman Joshi, provided an update on his health. Also Read: Sharman Joshi talks about films and family。其中，45周岁(含)以下取得全日制专科及以上学历的人才，连续正常缴存住房公积金满12个月，其家庭在长沙市购买新建商品房作为改善性住房申请公积金贷款的，不计算已有住房套数，执行首套房贷款利率。 同时，35周岁(含)以下取得全日制专科及以上学历，且在省直中心正常缴存的青年人才，作为主借款人在长沙市首次购买住房申请住房公积金贷款的，可贷额度不与住房公积金账户余额挂钩。缴存满1个月的，最高贷款额度在现行最高贷款额度基础上可提高至1.5倍，即购买新建商品房的最高贷款额度为180万元，购买二手房最高可贷款150万元。 值得关注的是，细则明确支持购房契税、物业专项维修资金提取和购房直付提取。缴存人家庭购买首套或第二套自住住房的，可在缴纳契税、交存物业专项维修资金后，自票据开具之日起36个月内申请提取一次公积金，提取额度不超过实际支出金额。同时，缴存人家庭购买长沙市五区新建商品房(含期房和现房)且符合购房提取条件的，可提取住房公积金直接支付购房款。购房者在签署合同前办理直付预申请，将提取业务码提交开发商后签约，中心将提取金额直接划转至开发商收款账户。 细则明确支持代际互助提取和还贷。自今年5月1日起，缴存人(产权人)家庭购买首套或第二套自住住房为新建商品房，办理购房提取后账户余额仍不足的，其直系亲属(父母和子女)可自契税完税证明入库之日起36个月内，提取各自公积金账户余额。此外，借款人家庭存在尚未结清的省直公积金贷款，其直系亲属在省直中心缴存的，可申请添加为共同还款人，办理按月对冲还贷业务。 细则还延长了多项住房消费的提取时限。购买、建造、翻建、大修自住住房和既有多层住宅增设电梯的提取时限从24个月延长至36个月。其中，缴存人家庭一次性付款购买二手房、现房、外市期房的，应自契税完税证明入库之日起12个月后的24个月内申请提取。 业内人士分析指出，此次湖南省直公积金实施细则的出台，从提高贷款额度、降低购房门槛、拓宽提取场景等多个维度精准发力，重点惠及青年人才、改善型购房家庭等群体，有助于进一步释放住房消费潜力，促进湖南房地产市场平稳健康发展。
